Where it is
The city says Old Town “is neither a base zoning district nor an overlay zoning district,” but a description of properties that get modified development standards, such as setbacks and parking, “because these properties were often subdivided and developed many years ago.” The line runs roughly from Winthrop and Eden Terrace in the north to Crawford Road in the south, and from Constitution Boulevard in the west to past Dave Lyle Boulevard in the east.
Main roads through it include East and West Main Street, Black Street, White Street, Oakland Avenue, Cherry Road, Dave Lyle Boulevard, Saluda Street and Charlotte Avenue. About 93% of it is in ZIP code 29730, with small parts near Winthrop in 29732 and 29733 (Census Bureau ZIP code areas).
Several of the city’s registered neighborhood associations sit inside Old Town, including Hagins-Fewell, most of South Central and most of East Town, and it takes in the Oakland Avenue and Winthrop corridor.
Historic districts
The city recognizes five historic districts listed in the National Register of Historic Places, and properties in its historic overlay districts follow the city’s design guidelines; exterior changes need a Certificate of Appropriateness, according to the city’s historic preservation page. Inside Old Town, the National Register lists:
- Rock Hill Downtown Historic District, listed June 24, 1991, roughly South Oakland Avenue from south of Peoples Place to East Main Street.
- Marion Street Area Historic District, listed June 10, 1992, roughly Marion Street from Hampton Street to Center Street.
- Reid Street-North Confederate Avenue Area Historic District, listed June 10, 1992, roughly Reid Street and North Confederate Avenue between East Main and East White streets.
The listing dates and boundaries are from the National Register records summarized in the list of Rock Hill listings. More in our history and landmarks guide.
