The City of Rock Hill’s Public Works Department collects household trash and recycling from homes inside the city limits once a week, on the same day. Trucks start at 6:30 a.m. The charge is billed on your city utility account.

Who to call

What day is my pickup?

Look up your address on the city’s collection day map. The city also publishes a Trash & Street Sweeping Schedule/Map.

The residential garbage page sets these rules:

  • All garbage must be bagged and fit inside the 95-gallon green roll cart with the lid closed.
  • Put the cart out no earlier than noon the day before collection, and bring it in by 7 a.m. the day after.
  • Set it in front of your property, lid opening toward the street, no more than 6 feet from the road and at least 4 feet from mailboxes, recycling bins, poles and parked cars. Keep it out from under utility lines.
  • Bags left outside the cart are collected, but the city adds a charge to your utility account.
  • Backyard service is available to elderly and disabled residents, when no one else in the household can roll the cart out, with a physician’s verification. Use the Backyard Garbage Application (PDF) or call 803-325-2500.

A replacement or extra green cart costs $70, which can be paid in installments. An extra cart also raises your monthly sanitation fee by 50%. Broken lids and wheels are repaired free.

Holiday schedule

The city collects garbage on every holiday except Thanksgiving Day and Christmas Day. Thanksgiving collections are made each year on the Friday after Thanksgiving, which this year is Friday, Nov. 27. The city says collections after Christmas are announced each year; Christmas falls on a Friday in 2026, so watch the city’s news page in December.

The York County collection and recycling centers keep their own holiday closings:

Holiday Centers
Veterans Day, Wednesday, Nov. 11 Closed (the centers already close on Wednesdays)
Thanksgiving, Thursday, Nov. 26 Closed
Christmas Eve, Thursday, Dec. 24 Open 7 a.m. to 1 p.m.
Christmas, Friday, Dec. 25 Closed
New Year’s Day, Friday, Jan. 1, 2027 Closed

Recycling

Recycling goes in the blue bin at the curb on your garbage day, at least 4 feet from the cart. Extra blue bins are free. According to the city’s recycling page:

  • Yes: aluminum cans, foil and plates; steel cans; plastic bottles, jugs and jars (empty, lids on); mixed paper; chipboard such as cereal and tissue boxes.
  • Cardboard: flatten it and stack it next to the bin, cut down to 2-foot by 2-foot pieces. You can also take it to the red dumpsters at city fire stations, but not to Fire Department headquarters.
  • No: glass, shredded paper, cartons, plastic bags, foam, plastic or paper cups, plastic plates and utensils.

Plastic bags and wrap go in the Bags to Benches bins at the Boyd Hill, Fewell Park, Emmett Scott and Northside recreation centers. Household AA, AAA, C, D and 9-volt batteries can go in the trash.

Yard waste and leaves

State law bars yard waste from landfills, so it cannot go in the green cart. The city’s YardCart page explains the options:

  • YardCart: a brown cart for grass clippings and loose yard debris, collected weekly with your garbage. Order one through a service request or 803-325-2500. It costs $70 at once or 10 monthly payments of $7. Small piles of loose clippings are collected only from YardCarts.
  • Limbs: request a pickup by noon the business day before your collection day. Limbs can be up to 12 feet long and 6 inches across. Tree service debris, truckloads and bigger limbs carry a fee of at least $60, according to the large yard debris page.
  • Leaves: loose leaves raked to the curb (not bagged) are collected from November through January. Last season began Nov. 3, 2025; February pickups were by request only, and requests after March 2, 2026, carried a fee, according to the seasonal leaf collection page. Blowing leaves into storm drains can bring fines of up to $1,000.

Bulky items, appliances and construction debris

Request a pickup by noon the business day before your trash day, online or at 803-325-2500. Requests made later are picked up the following week. According to the curbside bulky items page:

  • Couches, chairs and other furniture are collected free. There is no longer a weekly limit of three items, but excessive amounts carry a fee.
  • Appliances and metal (refrigerators, stoves, washers, water tanks, bikes, basketball goals) are collected free by request. Riding mowers and HVAC units are not collected.
  • TVs, computers and tires are free at county centers, or the city picks them up for a fee.
  • Construction and remodeling debris left at the curb costs at least $60. A Dial-A-Dumpster is $125 each time it is emptied.

York County collection and recycling centers

The county runs 16 staffed centers, open 7 a.m. to 7 p.m. Monday, Tuesday, Thursday, Friday and Saturday, closed Wednesday and Sunday. They take glass, used motor oil, car batteries, cardboard and extra household garbage. Centers around Rock Hill include Mt. Gallant (3986 Mt. Gallant Road), Porter Road (2050 Porter Road), Lesslie (3211 Pantry Drive, off Highway 21) and Tirzah (6190 Old York Road). Daily limits apply, such as two mattresses and four tires.

What this means for you

  • Cart and bin out by 6:30 a.m. on your day; not before noon the day before.
  • Call or file a request by noon the business day before you need bulky items or limbs picked up.
  • Thanksgiving Day collections are made Friday, Nov. 27.
  • Glass, oil and batteries go to a county center, not the blue bin.
