For Rock Hill Utilities customers, the city’s Outage Reporting page lists four ways to follow an outage:
- The outage map shows the status of current outages.
- The phone line, 803-329-5500, gives the location of an outage, its cause and the number of customers affected. Expect higher than normal call volume during a widespread outage.
- Text alerts tell you when the system shows your power is out and let you check status by text, once you have opted in (see below).
- The city’s news page carries the latest on major outages affecting Rock Hill Utilities customers.
The city does not publish a fixed restoration order or estimated restoration times on that page; it says crews restore power as quickly and safely as possible. If your neighbors have power and you do not, report it instead of assuming the utility knows.

According to the city’s Outage Reporting page:
- Call 803-329-5500. An automated system logs your report and sends crews to the source. During big outages, expect heavy call volume. The same line gives recorded information on where an outage is, how many customers it affects and the cause.
- Report online with the outage reporting form, using your seven-digit account number or the phone number on your account. The form also takes water and sewer problems.
- Check the map. The Power Outage Map shows current outages.
- Big outages are announced on the city’s news page.
Text alerts
Sign up for outage texts with your account number and cellphone number. You get a text when the system shows your power is out, and you can report outages and check status by text. Save 800-325-0371 in your contacts as “Rock Hill Text.” If you opted out by mistake, text RHPower to 800-325-0371 to sign up again.
Why the lights blink
The city says outages come from small animals tripping circuits, equipment problems and tree limbs on lines, as well as thunderstorms, high winds and ice. The lights often blink several times before going out because the system automatically tries to reset itself three times before it shuts down.
Other problems
Streetlights out, security lights, water leaks and other non-emergencies go through the city’s online service requests or Customer Service at 803-325-2500. For a major electric, water or sewer problem at your home, the city asks you to call 803-329-5500 before you call an electrician or plumber; it will check at no charge whether the problem is the city’s or yours.
York Electric Cooperative
If your power comes from York Electric Cooperative, call its PowerTouch line at 866-374-1234, text 352667, or report through the member services portal or the YEC mobile app, after checking your main breaker, the cooperative says. Its outage map shows current outages.
Duke Energy
Duke Energy Carolinas customers can report an outage at 800-769-3766 or at duke-energy.com/outages, and see current outages on the Duke Energy outage map.
