Roads in Rock Hill belong to three different owners, and that decides who closes them, who fixes them and whom you call. The city maintains about 200 miles of streets; the South Carolina Department of Transportation (SCDOT) has about 225 miles of state roads inside the city limits, and roads just outside the limits are often York County’s, according to the city’s Streets & Sidewalks page. The city’s Street Ownership Map shows which is which.

City projects
Charlotte Avenue. The city says the project will replace water and sewer lines on Charlotte Avenue from Cherry Road to Cedar Street, with repaving through Pennies for Progress from Cherry Road to White Street. It was scheduled to kick off in October 2026 and is expected to last 12 to 18 months or more, according to the city’s Sept. 1 announcement. Expect lane closures and detours along the corridor while crews work. As of Nov. 3 the city had not posted a start date, lane closures or a detour for the project, so we could not confirm whether crews have started; for the latest, call the city at 803-325-2500.
Wilson Street. A separate project on Wilson Street, from Johnston Street to Ebenezer Avenue, will overlap with the Charlotte Avenue work. It includes utility upgrades, road widening, repaving and digital signs to steer drivers around blocked rail crossings. The city expects it to take 26 months, but no start date has been set.
State and interstate work
On Nov. 3, SCDOT’s 511SC listed two construction work zones on Interstate 77 in the Rock Hill area:
| Road | Location | What 511SC lists |
|---|---|---|
| I-77 southbound | Between Exit 75 (Porter Road) and Exit 73 (S.C. 901), Rock Hill | Construction work |
| I-77 northbound | Between mile marker 81 and Exit 83 (Sutton Road), Fort Mill | Construction work |
The Fort Mill zone is about seven miles north of Rock Hill. The southbound zone between mile markers 74 and 72 that 511SC listed on Oct. 24 no longer appears. 511SC does not give hours, an end date or a detour for either zone.
Interstate work zones change daily and often run overnight. Check 511SC’s map before you drive; it also has traffic cameras, incident reports and congestion. State road questions go to SCDOT at 803-327-6186.
County road closures
York County keeps a map of road closures in York County, which the city links from its streets page. Use it for roads outside the city limits. The map’s data was not public when we checked Nov. 3, so this page lists no county closures; call York County Public Works at 803-628-3200.
Other things that close streets
- Downtown events. Several Old Town festivals are held on Main Street. See things to do in Rock Hill this month for dates.
- Water main flushing. City utility crews run routine hydrant flushing, which the city says can bring temporary low pressure or mild discoloration.
- Street sweeping. The street sweeping schedule map shows when the sweeper comes to your street.
Reporting a problem
Report potholes and damaged signs on city streets with an online service request or at 803-326-3891. The city says it forwards requests about state roads to SCDOT, but you can call SCDOT directly at 803-327-6186. The city’s Street Ratings map shows the condition score it gives each city street.
What this means for you
- Charlotte Avenue drivers: plan for more than a year of work once it starts; the city scheduled it for October but has not confirmed a start.
- Southbound I-77 drivers: watch for the work zone between Porter Road (Exit 75) and S.C. 901 (Exit 73), and check 511SC before you go.
- Northbound I-77 drivers heading toward Charlotte: expect work between mile marker 81 and Sutton Road (Exit 83) in Fort Mill.
- Before you call about a pothole, check the ownership map so it goes to the right agency.
